✔ Protection of electoral rights of internally displaced persons and other citizens that are
mobile across the country (IFES);
✔ Strengthening of IDPs’ rights by cooperation between the Commissioner for Human
Rights of the VRU (the Verkhovna Rada of Ukraine) and civil society (UNDP);
✔ Presentation and discussion of the Ukraine’s action plan for 2018-2020 in relation to the
initiative "Open Government Partnership" (UNDP).
✔ Protection of IDPs’ rights: analysis and recommendation concerning improvement of
the legal and regulatory framework;
✔ Report on the gender analysis of the results of the All-Ukrainian opinion poll
concerning observance of IDPs’ rights;
✔ Results of the investigation of organization development of the NGOs that assist the
people suffered from the conflict;
✔ Putting together the jigsaw puzzle: impact of the internal displacement on human rights
and access to administrative services in Ukraine. Reports on the investigation results;

✔ A series of focused discussions on draft law #6240 and the problems related to IDPs’
electoral rights. Over 20 events were carried out in Zhytomyr Region, Vinnytsia Region,
Kharkiv Region, Donetsk Region, Dnipropetrovsk Region, Zakarpattia Region, Zaporizhzhia Region, Sumy Region and other regions of Ukraine, such as the National Forum in Kyiv. About
900 people visited these actions.
✔ A series of trainings “Internal Displacement: Legal Fundamentals and Local Advocacy
Tools” (Uzhhorod, Vinnytsia, Dnipro, Kherson, Kharkiv, Sumy).
✔ Campaigns "12 days is enough" та "Each vote influences" (IDPs’ electoral rights
✔ Due to our work and fruitful cooperation with our partners, since the beginning of the
year, 8 City Councils (of Uzhhorod, Vinnytsia, Kherson, Korostensk, Dobropillia, Mariupol,
Kryvyi Rih and Bilhorod-Dnistrovskyi) and 1 District Council (of Shostka) have voted for the
appeal to the Verkhovna Rada of Ukraine expressing support for draft law #6240.
✔ Under the pressure of the NGOs (the civil holding “GROUP OF INFLUENCE” was
among them) the president scrapped bill #8297. Human rights advocates expressed a
persuasion that the document had a range of contradictory regulations that caused reasonable
concern as, in case of having been accepted, they could create basis for discrimination of a
certain class of Ukrainian citizens.
✔ UN Committee on Economic, Social and Cultural Rights implemented comments
added by the coalition of NGO to the List of Questions for the 7 th periodic report that is going to
be presented by Ukraine. This means that official Kyiv will have to give the straight answers to
the inconvenient questions in the field of observance and realization of human rights.
✔ The Parliament Committee on justice and legal policy questions included in agenda the
consideration of draft law #6240, that was worked out by the civil holding “GROUP OF
INFLUENCE” in cooperation with other organizations and that is being actively advocating by
“GROUP OF INFLUENCE”.
✔ The decision of the Constitutional Court of Ukraine on declaring granting the right to
the Ministry of Finance for receiving personal information unconstitutional. The civil holding
“GROUP OF INFLUENCE” initiated an active campaign for protection personal information of
the citizens two years ago.
✔ The consequence of the advocacy campaign "12 days is enough", the final stage of
which was a meeting near the Verkhovna Rada of Ukraine, was offering insights into the IDPs’
electoral rights during the proceedings of the Parliament coordination board.
✔ Over 300 publications in the central and regional medias mentioning the civil holding
“GROUP OF INFLUENCE” and our activity.
✔ The paragraph devoted to draft law #6240 “On making amendments to some laws of
Ukraine (concerning electoral rights of internally displaced persons and other citizens that are
mobile across the country)” was included in the 8th periodic report on implementation of the
provisions of the International Covenant on Civil and Political Rights. The paragraph was
worked out by the civil holding “GROUP OF INFLUENCE”.
✔ UN Human Rights Committee accepted for consideration the materials presented by
“GROUP OF INFLUENCE” for formulating the project of mainstays for effective realization of
a right for participation in state affairs.
✔ Emergence of new partners (activists and organizations), with whom the Civil holding
carries out joint advocacy actions.
